The foundation has become the most influential non-governmental prize in science and technology in China. It annually bestows prizes upon Chinese scientists in three categories, the Science and Technology Achievement Award, the Science and Technology Progress Award, and the Science and Technology Innovation Award.

More than 1,000 Chinese scientists have been honored for their contribution to the advancement of Chinese science and technology since the establishment of the award in 1994. From 2021 to 2022, HLHL Foundation granted the awards to 112 preeminent scientists, among which 44 of them were awarded Science and Technology Innovation Award.
